If an application asks for one file and you have several PDFs, Preview can bring their pages together. You do not need to send personal documents to an online converter for this task. The important part is protecting your originals, then checking the combined document before you submit it.

Step by step

Choose the order before opening everything
Put the source files in one folder and decide which document comes first. Write a short order such as cover letter, form, receipts. Count the expected pages so you have a simple way to check the finished file.

Open the PDFs and make copies
Open each PDF in Preview. Use File → Duplicate, then File → Save to give the copy a clear name and location. Work in those copies so an automatic save does not unexpectedly change the originals.

Show the page thumbnails
Choose View → Thumbnails in each PDF window. The sidebar should show miniature pages. Arrange the windows so you can see both the source pages and the document that will receive them.

Move the pages into one document
Drag the desired thumbnails from one sidebar into the other. Insert them in the intended position, then reorder thumbnails as needed. Command-click lets you select pages that are not next to each other. You can also drag a PDF from Finder into an open PDF’s thumbnail sidebar.

Save, reopen, and review
Save the combined copy under an unmistakable name, such as “application-complete.pdf”. Close and reopen that file. Check the page count, first and last pages, and the transition between documents before attaching or uploading it.
Check the document the recipient will actually receive
Suppose you combine a two-page form and three one-page receipts. Expect five pages, then inspect their sequence. A correct count alone does not catch an accidental duplicate. Read the page titles and make sure a receipt did not land in the middle of the form.
Do not mistake several files displayed in one Preview window for a single saved PDF. Reopening the finished file by itself is the useful check. Give it a name that clearly distinguishes it from the source copies, especially if you are choosing an attachment from a small upload dialog.
If the upload says the file is too large
Keep the full-quality combined file. Preview’s File → Export options can reduce a PDF’s size, but compression may reduce image quality. Save a separate smaller copy and inspect small print and scanned signatures before using it. Follow the destination’s stated file-size limit rather than repeatedly compressing the same file.

Common questions & sticking points
Why will a page not move?
Confirm you are dragging its thumbnail into the other document’s thumbnail sidebar. If the file is locked or restricted, obtain an editable copy from its owner rather than trying to remove the restriction.
How do I merge only selected PDF pages?
Yes. Select the thumbnails you need rather than moving the entire file. Review the resulting order before saving.
