You tap Download, the progress indicator disappears, and the document seems to vanish. Usually the next step is to look in Files rather than Photos. The right place depends on how the file was saved, so begin with the app you used and work outward instead of downloading the same thing five times.
Open Files → Browse → iCloud Drive → Downloads. If you just used Safari, its Downloads button can take you directly to the recent file.

A file saved as a photo may be in Photos, while an attachment still inside a mail or messaging app may not have been saved to Files at all.

Open Files
Find the blue folder icon. If it is not on your Home Screen, search for Files using the phone’s search.

Check Downloads
Open Browse, then iCloud Drive and Downloads. If you selected a different location when saving, check that folder instead. Browse can also show On My iPhone and other available locations.

Use Safari’s recent downloads
If you just downloaded the file, return to Safari. Open the Downloads control beside the search field and select Downloads, then look for the file you just requested.

Open the actual document
Check that the file is the complete document, not a webpage or an older copy. If a form has several pages, scroll to the end before using it.

Give important files a home
Move or save a copy into a folder you can identify, with a meaningful name. Reopen it from that location so you know exactly where to look next time.
Avoid the duplicate-download trap
When several copies have similar names, compare their contents before deleting anything. A newer filename is not proof that a form contains your changes. For an important document, keep the original and name the edited version clearly.
A useful folder system can be as simple as Travel, Receipts, and Forms. For a trip, put the destination and date in the filename rather than relying on an attachment called confirmation. The goal is to find the file when you are in a hurry, not to build an elaborate filing system.

- The name distinguishes it from older copies.
Common questions & sticking points
Why can’t I find a downloaded picture in Files?
If you chose an option to save the image to Photos, look in Photos. Saving a file and saving an image to your photo library are different actions.
Do I need to download it again?
Check the original app and the saved location first. If the download genuinely failed, retry once and watch where the app saves it.
